There's a lot of the time when you have some great character to unleash on the players, someone who is much improved by having some lesser people with them.&lt;br /&gt;
&lt;br /&gt;
However, DnD's standard approach of knowing a lot about every character means that as you add minions you usually get a lot more to keep track of as a DM and add a lot of cognitive load, without really having the minions work as a cohesive group or story element, and  most of what you know about the minions doesn't really matter, either.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Here's a bit of a simplification I've come up with that makes minions much easier to design, create, and track, and makes them all work together flexibly to fulfill whatever story and mechanical role you like.&lt;br /&gt;
&lt;br /&gt;
They'll be operating as a group, so make one and clone it as many times as the situation calls for.&lt;br /&gt;
&lt;br /&gt;
==== Basic Rules: ====&lt;br /&gt;
Let's begin with the central conceit:&lt;br /&gt;
&lt;br /&gt;
''Special Rule: 'Minion' - a minion who takes damage while not at full health immediately dies.''&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
No more tracking Hit Points - just track if they are wounded or not.&lt;br /&gt;
&lt;br /&gt;
When building minions, we'll set their HP so that players can - but not necessarily will - kill minions in one hit. It's an action economy reward: if a player can hit hard enough to kill in one hit, they don't have to spend another attack on the minion.&lt;br /&gt;
&lt;br /&gt;
Current minion balance is HP = 1d6 * party level.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
When placing minions you can have a set number from the start or have them be generated or brought in somehow. &lt;br /&gt;
&lt;br /&gt;
They are designed to enhance other challenges (both leaders and environmental challenges), so there is no set number you should put down to get a given CR.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
A group of minions shares a single intitiative. On their turn, they all use their movement in any order, then they all take their action in any order.&lt;br /&gt;
&lt;br /&gt;
If they have bonus actions to take, they take them in any order after their actions.&lt;br /&gt;
&lt;br /&gt;
Reactions are given to the group as a whole - they do not have individual reactions.&lt;br /&gt;
&lt;br /&gt;
By default, they can perform a single attack of opportunity per round. (That is, if one minion uses an attack of opportunity, no others will until the next round)&lt;br /&gt;
&lt;br /&gt;
They share perception and make single perception and stealth checks.&lt;br /&gt;
&lt;br /&gt;
==== Align mechanics and story role: ====&lt;br /&gt;
Minions are created by taking a basic stat block (below) and adding whatever mechanics it needs, such as cold immunity, a fly speed, or darkvision, as well as a couple of mechanical fudges such as +2 to attack or -4 to wisdom saves.... though the exact numbers don't really matter, just go down the list adding one or two in the stat blocks. The stat block isn't that important, most of the work is done by flavourful special rules.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Create flavour by special rules that add leader interactions, additional options for actions or bonus actions, and contingencies such as &amp;quot;on death&amp;quot; or &amp;quot;when created&amp;quot;.&lt;br /&gt;
&lt;br /&gt;
When creating special actions or bonus actions, you can give each the option individually or create a number of charges between the group. Charges reset at the beginning of their combined turn.&lt;br /&gt;

Use these rules to create the challenge environment that you want.&lt;br /&gt;

Note: This time, we limit the number of total uses available... otherwise, ten of them could try to teleport a player over a cliff, essentially just waiting for them to roll low.&lt;br /&gt;

''Contingency:'' This special rule is something I would apply to living-ice style monsters, to make a situation where an open environment becomes harder and harder to navigate.&lt;br /&gt;
&lt;br /&gt;
Deathfreeze: when a Chill Figure dies, they leave a patch of liquid ice in the space they occupied. Any who step in it take 2d6 cold damage (no save). It dissipates after five minutes.&lt;br /&gt;

Just so you can see how this works, here's the basic stat block and a worked example.&lt;br /&gt;

These minions are designed for a level 1 party, to add a 'race against the clock' element to a fight, and to present a bit of a dilemma in cramped spaces (the gnome's home).&lt;br /&gt;

Roll initiative for the group of minions at the beginning of the fight. Two more appear from random containers at initiative 20 every turn. They will try and stab enemies with their spear, and will use the detonate bonus action if they are wounded.&lt;br /&gt;

Note: When creating monsters like this, a simple idea of &amp;quot;what actions does it want to take&amp;quot; makes everything much easier.&lt;br /&gt;

However, DnD's standard approach of knowing a lot about every character means that as you add minions you usually get a lot more to keep track of as a DM and add a lot of cognitive load, without really having the minions work as a cohesive group or story element, and  most of what you know about the minions doesn't really matter, either.&lt;br /&gt;

Here's a bit of a simplification I've come up with that makes minions much easier to design, create, and track, and makes them all work together flexibly to fulfill whatever story and mechanical role you like.&lt;br /&gt;

They'll be operating as a group, so make one and clone it as many times as the situation calls for.&lt;br /&gt;

&lt;div&gt;Large scale power systems aren't so much a single thing as three different, overlapping ideas: Power as the ability to control people, systems that give and allocate power, and the responsibilities or requirements imposed externally on the system itself.&lt;br /&gt;
&lt;br /&gt;
* Power as control: You make people do stuff, you have power. Works both for both actual declarations (eg. You Must Give Me That) and more implicit controls (eg. &amp;quot;You'd better get on the good side of such-and-such&amp;quot;), which will be important when studying corruption later. Also, eventually all control is eventually underwritten with violence: if you break the rules of a workplace you may lose your job, if you break the law they'll send police with batons and handcuffs, if you try to overthrow the government they'll send combined arms military. This is the fundamental reason we will spend so much time talking about how many people - and who - support different power structures.&lt;br /&gt;
* Power as a system: Whether you are a King or a Junior Customs Officer, you are part of a system, and your power stems from knowing what the other people in your system are going to do. For example, a King or Queen might declare &amp;quot;Off With Your Head!&amp;quot; because of the effect that declaration will have on other people - they don't expect to have to chase you with a sword and possible get hurt. Similarly, a Customs Officer who rejects your items expects you to either put the offending items in the bin, or, for larger things such as entire container ships, cart them off somewhere else. If you break the rules, they aren't going to chase you or load your cargo back on your ship or something, they'll just inform the police. This is the reason we will spend so much time talking about the relationships inside power systems, and the allocation of power inside them.&lt;br /&gt;
* Power as responsibilities: For all the hierarchies, in-fighting and ambition that is layered on human history, the truth is that power systems fail and collapse incredibly often, across all different sizes and structures of organization, and the vast majority of the time it is because people were unhappy with how leadership was impacting their lives. This is such a fact of life that it is most common to compare the longevity and stability of different systems first, before any ideas of morality, justice or anything else considered important on a more personal level. If the rules say that you are a super-dictator emperor who must be obeyed in every word, that doesn't mean you can just declare &amp;quot;we will be happy and prosperous&amp;quot; and it will happen. If the rules say you are a Customs Officer and that you will ensure fruit-disease will be kept out, and you fail to understand what you need to do to make that happen, your government will soon be fielding angry calls from farmers whose crops are blighted. That vast gulf between what you want to happen and what will actually happen is the fundamental reason we will spend so much time talking about what powers and responsibilities positions should have in the first place, as well as the many difficulties people have in engaging with and executing on their responsibilities&lt;br /&gt;

Finally, sometimes we will also need to separate the part where a system tries to understand the world and orient itself inside it, (eg. deciding whether unemployment is a result of too few job opportunities versus too little incentive to work) and the part where they people actually go out and create changes (eg. construction of public works, taxes on cigarettes).&lt;/div&gt;</summary>

&lt;div&gt;There are a lot of types of power - institutional, interpersonal, financial, even religious or spiritual when thinking about the relationship between a priest and a follower.&lt;br /&gt;

However, since we're looking at power systems that operate in very large numbers of people we'll be sticking to the kind of power that comes from large organizations putting the responsibility to make some kind of decision onto an individual.&lt;br /&gt;
&lt;br /&gt;
The power problems we will look at all develop when the job is not done optimally, &amp;quot;as it should&amp;quot;. However, we're going to see later that this also gives rise to most of the situations where you might ask &amp;quot;why do they have that power or responsibility in the first place?&amp;quot;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
First, let's make it very concrete and focus in on a specific example for now: Customs Officer.&lt;br /&gt;
&lt;br /&gt;
These people deal with the flow of goods into a region, accepting, rejecting and identifying them correctly. Typical circumstances they are used for include:&lt;br /&gt;
&lt;br /&gt;
* A state or region inside a country economically depends on some crop (eg. apples, peaches, wheat, bananas) so anything that could act as a disease vector to those crops is excluded from entry.&lt;br /&gt;
* Hazardous materials that are coming through a port must be stored and transferred safely: See Beirut Explosion 2020&lt;br /&gt;
* Some goods eg. money, weapons, drugs, alcohol, beef, can be illegal in a region or only allowed in certain amounts, and the Customs Officer needs to ensure compliance.&lt;br /&gt;
* Someone turns up with 20 week old Snake Mackerel and identifies it as fresh tuna, the Customs Officer might be empowered to look for fraud.&lt;br /&gt;
* While they do the above, the Customs Officer shouldn't impede the normal flow of goods.&lt;br /&gt;
&lt;br /&gt;
First, we'll look at the situation like an economist: whoever gets the job, does the job exactly as expected to the best of their ability.&lt;br /&gt;
